SO 2016-19 Extended privileges to the King of Arms Act 2016
An Act to devolve further powers to the King of Arms and his Heralds of Arms, regarding honours, titles, styles, et cetera;
CONSIDERING that the King of Arms and his Heralds of Arms are responsible for many ceremonial matters of Our Region already;
CONSIDERING that We currently lack an Order of Precedence and formal regulations for styles, honours, et cetera;
BELIEVING that the King of Arms and his Heralds of Arms are the proper bodies to regulate these matters;
BELIEVING that such regulations would make it easier for Us to write formal documents in a style similar to documents written Our fellow Members of Our Region, and thus for the unity of Our said documents;
BE IT ENACTED by and with the advice and consent of Parliament, and by the authority of the same, as follows:-
Article 1
There shall be an Order of Precedence, created and maintained by the King of Arms and his Heralds, under the responsibility of the former.
Article 2
The Order of Precedence shall include all bodies and offices with their respective rank. It shall also include the names of the officeholders at the current time.
Article 3
Formal documents that list a number of people, should rank these people in accordance with the Order of Precedence.
Article 4
The King of Arms and his Heralds shall gain the privilege to manage the styles, honours, medals, et cetera of Our Region. The Founder will give them such privileges if needed. Managing includes, but is not limited to, granting post-nominal letters to Members of Our Region that have had an honour conferred upon them.
Article 5
The Minister of Development may advice the King of Arms and his Heralds regarding the Order of Precedence and the managing of the aforementioned styles, honours, medals, et cetera.

In article 4 it states "The King of Arms and his Heralds shall gain the privilege to manage the styles, honours, medals, et cetera of Our Region." Does anyone have those privileges already or does nobody have them and the king of arms and his heralds will have them.

If you mean the privilege to grant an honour, than yes, this is already regulated (see SO 2016-5 "Regional Honours Act"). However, what I am proposing is that the King of Arms and his Heralds can also put the appropriate style of said Member on this Forum (by changing the Member's profile/signature). This works already for the Good Service Medal and the Long Service Medal, as such privileges are already granted to the State College of Heraldry and Honours in their respective Acts of Parliament.
So, this provision only makes it easier for the King of Arms and his Heralds to do what they already did in similar matters, without having to write it down in each separate Act again. Thus, I choose the word manage.

Yes. All Acts of Parliament can be amended or repealed at a later time.

Is this bill stating that the King of Arms and his staff report to the Ministry of Development?

Re: SO 2016-19 Extended privileges to the King of Arms Act 2016
Lib Dem raises and interesting point. I don't think that is intended, but perhaps turning the sentence around would clarify: "The MoD may advise..." or "give advice to".
Re: SO 2016-19 Extended privileges to the King of Arms Act 2016
It was not intended to make the KoA or the HoAs would report to the Minister of Development, but to make it absolutely clear, I will edit the text to
"The Minister of Development may advise the King of Arms and his Heralds regarding the Order of Precedence and the managing of the aforementioned styles, honours, medals, et cetera."
"The Minister of Development may advise the King of Arms and his Heralds regarding the Order of Precedence and the managing of the aforementioned styles, honours, medals, et cetera."
