SO 2016-18

Extended Privileges to the King of Arms Act 2016

An Act to devolve further powers to the King of Arms and his Heralds of Arms, regarding honours, titles, styles, et cetera;

CONSIDERING that the King of Arms and his Heralds of Arms are responsible for many ceremonial matters of Our Region already;

CONSIDERING that We currently lack an Order of Precedence and formal regulations for styles, honours, et cetera;

BELIEVING that the King of Arms and his Heralds of Arms are the proper bodies to regulate these matters;

BELIEVING that such regulations would make it easier for Us to write formal documents in a style similar to documents written Our fellow Members of Our Region, and thus for the unity of Our said documents;

BE IT ENACTED by and with the advice and consent of Parliament, and by the authority of the same, as follows:-

Article 1
There shall be an Order of Precedence, created and maintained by the King of Arms and his Heralds, under the responsibility of the former.

Article 2
The Order of Precedence shall include all bodies and offices with their respective rank. It shall also include the names of the officeholders at the current time.

Article 3
Formal documents that list a number of people, should rank these people in accordance with the Order of Precedence.

Article 4
The King of Arms and his Heralds shall gain the privilege to manage the styles, honours, medals, et cetera of Our Region. The Founder will give them such privileges if needed. Managing includes, but is not limited to, granting post-nominal letters to Members of Our Region that have had an honour conferred upon them.

Article 5
The Minister of Development may advice the King of Arms and his Heralds regarding the Order of Precedence and the managing of the aforementioned styles, honours, medals, et cetera.

Correct me if I'm wrong, but this is essentially creating a sort of nobility system? If so, will this carry any real power within the region, or is it entirely symbolic?

No. This Bill only provides extra privileges to the King of Arms and his Heralds to manage those honours that already exist or will be created by a later Act of Parliament.

Also, peerage titles can already be awarded under the Regional Honours Act 2016 (SO 2016-5), but they have no powers besides those of normal citizens or officeholders.
