Fourth Convention
Welcome back to the Fourth Classical Liberal Party Convention! All CLP members are invited to engage in this celebration of our party's democratic, dedicated, and proven values.As Party Chair, I would like to reiterate some of the achievements we have made since our last Convention almost two months ago:
- We have continued to be the only party in the Union that runs candidates for Parliamentary and Prime Ministerial elections on a Manifesto, which we adopt every Convention.
- In fulfilling that Manifesto, we have stood by our fellow citizen's rights and freedoms, as well as the legislation guaranteeing those rights and freedoms which we had passed earlier, and making sure that they aren't violated.
- We have made efforts to streamline the growing Union bureaucracy, while making sure that we do not cut down on the services we provide and benefits the citizens of the Union get. Prime Minister Hashkin has overseen a tough first month of government, plagued by inactivity and the break down of the other divisions of the Executive Branch in their response to our rapidly dwindling Union population.
We will continue to move forward with our project for the future of the Union, as we are the only party that is organized and dedicated enough to bring back the life force of the Union, but we must ourselves take our share of responsibility for the deterioration of Union activity, and impose on ourselves a more vigorous commitment to activity and real progress.
With that in mind, I open this Convention! The Convention itself will be split into two halves, the Debate Period on December 10-14, 2017, and the Voting Period on December 14-18, 2017, and with a packed agenda, we need to get started (please follow the color coding in your posts):
- Members may propose and then debate manifestos detailing a comprehensive platform for the upcoming Parliamentary Elections in the Debate Period which will be voted on in the Voting Period;
- Members may propose amendments to this Charter in the Debate Period which will be voted on in the Voting Period;
- Members may declare that they want to run for Parliament in the Debate Period (if there are less positions on the list than candidates, there shall be a primary election for that list);
- Members may declare candidacy for the various Party offices on the Executive Council (Chair, Vice-Chair, and General Secretary) in the Debate Period, the elections for which shall be held in the Voting Period;
- A general debate shall be held on recruitment, outreach, and electoral strategies.
Here's the color coding key:

If you want to talk about something in general unrelated to the regular agenda, use regular font color.
If you are talking about a proposition for the Manifesto, surround that text in [color=red]{Your Text Here}[/color] tags.
If you are talking about Amendments to the Charter, surround that text in [color=green]{Your Text Here}[/color] tags.
If you are talking about candidacies for the upcoming Union (parliamentary) elections, surround that text in [color=blue]{Your Text Here}[/color] tags.
If you are talking about candidacies for the Party Executive Council, surround that text in [color=brown]{Your Text Here}[/color] tags.
If you are talking about recruitment and outreach strategies, surround that text in [color=violet]{Your Text Here}[/color] tags.
If you are talking about electoral strategies, surround the text in [color=orange]{Your Text Here}[/color] tags.
Parallel to the general discussion, the candidates on our Parliamentary Electoral List will formulate a concrete list of bills and proposals that they will all pledge to push for if elected.

I propose that all CLP candidates publicly, either here or on the RMB, declare an Oath of Activity. A legislature cannot legislate nor a government govern if its members are inactive and its candidates have no intention to be active. As CLP members, we set the bar and we raise it. If we can all be active, others will follow, perhaps with votes.

I wish to seek re-election as Senator - Hashkin, just as a reminder (and for others as well), the Union is only electing Parliament this time round, not the Prime Minister or the President for that matter.
I will be running for Party Chair again.
I think we can either just encourage candidates to do this, or pass a charter amendment requiring it.

I think making the oath a requirement would diminish its sincerity. However, I think we could encourage it by enshrining it in our Manifesto, probably under the Efficient Government section. Something like "Furthermore, our candidates pledge to be active to the best of their abilities", but stronger.
On the same note of sincerity, I think having each oath be original (ie. no template) would be wise.

I will not seek re-election as vice chair of the party.
I have been considering whether to continue or not for some time now, and I have come to the conclusion that I have to focus on school and other commitments this upcoming term. Sadly, this might come somewhat inconvenient in regards to the current regional activity, but I simply do not have enough time right now. I believe that it is important that our region have active and engaged senators, which I may not be able to live up to. However, I will still remain as active as possible in the region and remain part of this party.
Hopefully, I will be able to run once again for parliament in the election after this one.
It has been an honor to serve this region and party!

@Saint Artica that's not what I had in mind about the activity pledge...
Anyway, thank you for your service to the Union, and while I am disappointed to hear of your hiatus, I wish you the best IRL and hope you can return to Parliament soon.

I wish to propose the following as our manifesto: the renewal that we are trying to foster within the Party and the Union demands an accordingly new document to set out our priorities. Here's the link to see the proposal.

I completely support this new manifesto, especially since it addresses the different needs and issues that face the region today including the inactivity.

I will also not be seeking re-election. There are just too many things on my plate at the moment that require my attention IRL. I will continue to check-in everyday on the region, and rise to any occasion, if needed, but I feel it is best for me and the Union is I do not commit to activity that I do not think I can fulfill. The Manifesto is adopted with 5 votes in favor, 0 in opposition, and 0 in abstention, for a total of 5 voters (5/7 members voting: 71% turnout).
