SO 2017-4 Creation of a Minister Without Portfolio Act

REALIZING that there are duties in the government that do not fall neatly in the domains of any of the existing ministerial portfolios, and
UNDERSTANDING that Ministers may not always have enough time to deal with all their duties,
we, the Parliament of the Union, do hereby
ORDER that the position of Minister Without Portfolio be created in the Cabinet, as per Article II, Section J of the Constitution, allowing for the Prime Minister to delegate extra work to that individual, who may also be directed to aid other Ministers in their duties. The Minister Without Portfolio will also assume the duties of any vacant Cabinet post until a new appointment can be made.
