Honorary Citizenship Act
WHEREAS there are nations in NationStates which, though not continually residing within our region, have greatly contributed to the greatness of the Union;SO 2017-25
Honorary Citizenship Act
WHEREAS those nations, which have been found worthy, should be remembered and honored for their service to the Union, though they have departed it;
BE IT ENACTED by the President of the Union, by and with the advice and consent of the Senators of the Union, in this present Parliament assembled, and by the authority of the same, as follows:-
Part I: General Provisions
Article 1
There shall be the title of Honorary Citizen of the Parliamentary Union, to commemorate service to the Union by non-residents of its region.
Article 2
The Parliament of the Union may, by Act of Parliament, recommend Honorary Citizenship for any existing nation, not currently residing in the region of the Union, which is found worthy of that title with respect to its past actions in service of the Union, to the King of Arms, who shall then officially award the said Honorary Citizenship to the nation in question.
Article 3
Such title may only be validly born by nations having received it while they are not residing in the Union’s region.
Article 4
No Honorary Citizen has the privileges of Citizenship of the Union, unless they are present in the Union’s region, not bearing their Honorary Citizenship.
Article 5
When Parliament an Act Recommending Honorary Citizenship for a certain nation is enacted, the King of Arms must send a telegram to the said nation notifying them of their designation as Honorary Citizen.
Article 6
The King of Arms will maintain a list of nations which have been designated Honorary Citizens; also of those nations which are not presently eligible to bear that title by virtue of their present full Citizenship of the Union.
Part II: In memoriam
Article 7
The provisions of this Act are carried out in memoriam of the deceased nations who served the Union at the time of the refound:
-The North Region of Westeros, Right Honorable Minister of War during the refound;
-Thrishca, Honorable Senator during the refound;
-Raeyser, Honorable Senator during the refound.
Part III: Citation
Article 8
This Act may be cited as “[The] Honorary Citizenship Act 2017”.

I'm staying in a house in london that has an entire bookshelf full of the records of acts of the uk parliament from 1923 to 1936, so I decided to write a bill in "Nassau-style" as I call it.

Oh wow! I must ask, are the IRL Acts as interesting as ours or are they really mundane?
With regards to this proposal, in order to maintain the tradition of keeping Honours under the purview of the State College, I think Article II should say that Parliament can recommend a nation for Honourary Citizenship to the King at Arms. Also, perhaps we could have some kind of banner or medal to go along with this, like the LSM or GSM ribbons.

Have edited the bill to reflect that. Nassau will probably come in later today and tell me I'm doing it all wrong...
A sample of the rather slim 1923 volume index:

Also, just on LibDem's point about maybe having a banner/medal for this: its not really supposed to be a regional "honor" properly speaking, as it can only be given to a non-resident/citizen, and cannot be worn when actually exercising the functions of citizen if they return to the region. Therefore, badge would be pretty useless, I think, as nations not currently in the region can't post on the forum ... well at least they won't once I've written a bill saying they can't unless called to by the President (this post is stream of consciousness, I really did just think of that idea while I was writing the last sentence).
I have so many bills that I'm writing/waiting to introduce. Just to give you an idea:
-I'm going to re-introduce the Maritime and Aerial Sovereignty bill when SO 2017-21 finally makes it past Parliament, sort of as a tribute to the region's first if maybe only really hardcore crazy role-player, Merish Isles.
-Then I have appropriated Nassau's bill on parliamentary motions and stuck on half a page of stuff on Motions of (No) Confidence, which I may actually introduce earlier - its done as well.
-I also have skeletons of a Prime Ministerial Elections bill (last sequel in my Elections trilogy), which will closely resemble the Presidential Elections bill, and a Disclosures bill, aimed at making sure we know which nations are puppets and which nations know each other in RL, so that we have a head start when we suspect voter-fraud.
-And then the bill I just thought of: barring non-region residents from posting on the forum unless permitted to do so by President or Founder.
