Voting SO 2015-8, Defense of the Union Act
SENATE OF THE PARLIAMENTARY UNION
SENATE ORDER 2015-7
TITLE: DEFENSE OF THE UNION ACT
WHEREAS: The Parliamentary Union of Sovereign Nations would raise Standing Defensive Military and an Internal Guard until a Minister of War is appointed.
WHEREAS: The Union is currently undefended from internal and external threats, and for the sake of the weaker members of the Union, a Defense must be raised
WHEREAS: In the event of an aggressive invader, the Defense shall take up arms to defend the Union
ORDERED: Each Nation that is willing contributes Men, Arms or Money to the Defense Branch
ORDERED: Until further notice, a committee made up of the Senators and President will lead the defense

To The Prime Minister and the Honorable Members of the Senate:
The problems I have with this bill are twofold. Firstly, I believe it to be in violation of our fine Region's constitution. Article III, Section C, Subsection 2 states: "The President is responsible for organizing and overseeing the Regional Military". This is a statement that mirrors many nations and governments, heads of state are generally seen as commanders-in-chief of their government's military, as is the case here. The final Ordered clause of this bill would create a sort of committee of both the President and Senators to command the Regional military, this is, in my opinion, contradictory with the text and mission of the aforementioned Constitutional clause.
Furthermore, I believe it could have potential negative repercussions if multiple people were in ultimate charge of the military. War is, by its nature, fast paced and ever-changing. It is important to have a single, solitary commander-in-chief, that can respond to crises as they happen, without needing approval from anyone else. It is important to have advise, certainly, but managing warfare by committee could be disastrous.
For the reasons above, this bill is VETOED.

I repeal my earlier announcement that this bill would return to the Debate Hall. It will only do so if a motion to overturn the Presidential veto is tabled.
