Voting on Amendments to SO 2017-31

Amendment I, Abdoa:
To strike "Bills of Parliament, Amendments and Acts of Parliament," and "and other regional documents of Law" from Article 9 of the bill.



Amendment II: (withdrawn)


Amendment III, Abdoa:
To amend Article 9 of the Act to read as follows: "From the moment of its affirmation, the proposed heraldic ensign shall be adopted as the Greater Arms of Our Region. From that moment onwards, all notifications in the International Gazette and all other official papers or documents issued outside the Union shall carry, at the front, the Greater Arms of Our Region.



Amendment IV, Libertarian Democracy:
Increment all numbering of Articles by 1.

Amendment V, Libertarian Democracy:
Insert the following text as Article 1:
"For the purposes of this Act and all subsequent Acts, the term "in Ordinary" is defined as "appointed under normal circumstances or elected by general election", and the term "in Extraordinary" is defined as "appointed temporarily, afforded only a subset of the rights and duties of the respective office, or elected by special election".

Amendment IV, Libertarian Democracy:
In Article 8, replace "has received less than one in two votes casted" with "has not received more than half of the votes cast".

Amendment VII, Libertarian Democracy:
Append the following to Article 11: "without prior written, public, unrevoked permission from the King-of-Arms"

Amendment VIII, Libertarian Democracy:
Amend Article 12 to read as follows: "'Illegal Display of Heraldic Ensigns', or violation of the rule set forth in Article 11 of this Document, is hereby defined as a Criminal Offense under SO#2017-14 ("On Judicial Rights and Procedures"), Article V, and is classified as a Misdemeanor."

Please vote on the amendments. This is an informal vote, so as soon as the Chair notes a majority decided one way or the other, the Parliament will pass to a vote on the bill, amended or not.

Libertarian Democracy votes in favor of proposed amendments IV through VIII, however votes against proposed amendments I and III.

Just want to ask my colleagues whether they really want to have an image saying "this is us" on every single topic in the Parliament section, even though it's our own forum anyways. For externally sent documents, sure, but internally in Parliament especially, its just more work for the Speaker (currently me) with no real smoothing of the legislative process, quite to the contrary. Its hard enough to read UnitedTerran's posts (no offense), and we really want to do that to every document we issue?

Also, as Chair, I would like to point out that amendments I and III were agreed to by the author during the debate, and I therefore ask the Rt. Hon. Nassau-Windsor whether he would like to explain his apparent change of heart.

The Ministry of Development would be willing to assist the Speaker in prepending a header to existing legal documents. While it serves no functional purpose, it adds a further sense of professionalism to this legislative body.

Amendment I: 1 in favor, 2 in opposition, 2 in abstention
Amendment II: withdrawn
Amendment III: 1 in favor, 2 in opposition, 2 in abstention
Amendments IV through VIII: 5 in favor, 0 in opposition, 0 in abstention

Amendments IV, V, VI, VII, and VIII are adopted. The bill will proceed to a vote as amended.
