Continuity Act
WHEREAS the incumbent Founder has been inactive for over a week at the introduction of this bill, and has thus failed to hold elections for the next Parliament and Prime Minister;
WHEREAS once this Parliament is dissolved, no further laws can be passed until a new Parliament is constituted following such elections as have not taken place;
BE IT ORDERED by the President of the Union, with the advice and consent of the Senators of the Union here assembled in Parliament, as follows;-
Article 1
If by two days following the prescribed constitutional date, the Founder has not called elections that should be held on such date, the Founder's powers as described in Article IV Section 3 of the Constitution of the Union are automatically delegated to Cabinet, which within two (2) days will appoint by unanimous vote a Temporary Elections Official from within the Cabinet to exercise such powers.
Article 2
All Bills of Parliament which have been to the President for assent or veto will become law by default at the dissolution of the Parliament which passed them if the President has not given his assent or veto to them by such time, and the provisions of this Article apply retroactively and to this Act also.
Article 3
This Act may be cited as "[The] Continuity Act 2017".

Seeing that the Bill would no longer be effective as I am active and have called for elections, I will vote against this Bill. Though I wish to commend the Honourable and Right Honourable authors of this Bill for their effort.
I can also assure Parliament that I am currently working on a Bill that creates a "Founder's Commission" in case of a longer inactivity of the Founder. You can expect the Bill to be presented onto you during the next Parliament. (I will forward it to another MP if I am not elected myself.)

Though I thank honorable member for his reasoning, and I look forward to working him to find a better long-term solution in the future, I would like to point out that, as a long-standing member of this region and of NationStates at large, I know that absences and periods of inactivity can come at very short notice, so, in case the right honorable founder is unable to be active while the elections still have not been held in their entirety, we are maintaining our votes for this bill, and hope that it passes, so that all scenarios are covered while there is no Parliament to legislate.

To elaborate on Abdoa's reasoning, this proposal is only intended to be a temporary stopgap measure. Next session, we can replace this with a better proposal. However, without this Act, until the elections have been completed we can't be certain that the electoral process will be fulfilled. This bill is a short-term solution that, if passed, would guarantee that the electoral process would be fulfilled, enabling us to to draft a better solution next session.
