Maritime and Aerial National Sovereignty Act

WHEREAS in the context of regional roleplay, following the enactment of SO 2017-20 (“Revised Regional Roleplay Act 2017”), conflicts between Union nations have become much more possible;
WHEREAS it is therefore the obligation of the Union to impose such international law as will clearly define the extent and limits of Union nations’ national sovereignty;
THANKING Sirius Knight LSM for bring this idea back up on the RMB when the law around Regional Map was being developed: "Once the map is ready, we'll need it :)" (February 5, 2017, The Parliamentary Union of Nations RMB);
BE IT ENACTED by the President of the Union, by and with the advice and consent of the Senators of the Union, in this present Parliament assembled, and by the authority of the same, as follows:-



Part I: Definitions
Article 1
The following terms are defined for the purpose of use in this Act and in contexts relating to role-play and national sovereignty:
1) A Union nation’s “sovereign land” is the land claimed by a Union nation;
2) A Union nation’s “Low tide mark” or “LTM” is the position of a nation's coastline when the water is at it's lowest point;
3) A Union nation’s “sovereign waters” are bodies of water, both inland and oceanic, located within 200 nautical miles from a nation's LTM. Where bodies of water lie within 200 nautical miles from more than one Union nation’s LTM, they are considered the sovereign waters exclusively of the nation whose LTM is closest to the body of water in question;
4) A Union nation’s “sovereign airspace” as the space above a nation's sovereign land and sovereign waters, within 50 kilometers of sea level.

Part II: General Provisions
Article 2
Every Union nation has sovereign rights and legal ownership over their sovereign land, sovereign waters, and sovereign airspace.

Article 3
Every Union nation has exclusive rights to the resources present on their own sovereign land, within or beneath their sovereign waters, or within their sovereign airspace.

Article 4
Every Union nation is free to regulate, direct, or restrict vehicles, planes, or ships within their sovereign land, sovereign waters, and sovereign airspace.

Article 5
Every Union nation is free to use force to enforce the above mentioned regulations and restrictions.

Article 6
Union nations that violate another Union nation's sovereign land, sovereign waters, or sovereign airspace are liable for any damages done to the other Union nation’s property and/or persons.

Part III: In memoriam
Article 7
This Act is dedicated to Merish Isles, Senator from December 2015 to February 2016, and MoD from January to February 2016, who introduced the original version of this bill: the first such one aimed at regulating to a certain extent regional roleplay. One of the most active Union nations in early in-character roleplay, they CTEd on February 17, 2016.

Part IV: Citation
Article 8
This Act may be cited as “[The] Maritime and Aerial National Sovereignty Act 2017”.
