SO 2017-50 Dynamic Information Sharing and Communications to Optimize Regional Development [DISCORD] Act Voting

 
ARTICLE I: Preface
1) We, the Parliament of the Union, in order to promote regional development and add more means for communication, interaction, and governance, hereby move to establish a Union Discord Server.
2) This document may be cited as the “DISCORD Act”.
 
ARTICLE II: Creation
1) The Founder shall create a new Discord account [1], if the sitting Founder does not already own one.
2) The Founder shall create a new Discord server [2], to be entitled, “Parliamentary Union of Sovereign Nations”.
3) The server region shall be set as Western Europe, as that region coincides with the Prime Meridian. This is meant to be temporary.

5) A: The following roles shall be created (in this order, from top to bottom): Founder*, Prime Minister*, President*, Minister of Development*, Minister of Jurisprudence*, Minister of War*, Minister of Communications*, Leader of Parliament*, Minister without Portfolio*, Speaker pro Tempore of Parliament*, Senator, King of Arms*, MoD Employee, MoJ Employee, MoW Employee, MoC Employee, MwP Employee, Member, Newcomer, and Banned.
B: For the purposes of this Clause, an asterisk denotes that a maximum of one user at a time can hold that role. The asterisk is not to be included in the actual name of the Role.
C: These roles (except Member, Newcomer, and Banned) are to correspond with the various positions in the Regional Government.
6) A: The following channels shall be created: Announcements (Founder, Prime Minister, President, Minister of Development, Minister of Jurisprudence, Minister of War, Minister of Communications, King of Arms), Chat (All except Banned), Cabinet (Prime Minister, Minister of Development, Minister of Jurisprudence, Minister of War, Minister of Communications, Leader of Parliament, Minister without Portfolio), Ministry of Development (Prime Minister, Minister of Development, MoD Employee), Ministry of Jurisprudence (Prime Minister, Minister of Jurisprudence, MoJ Employee), Ministry of War (Prime Minister, Minister of War, MoW Employee), Ministry of Communications (Prime Minister, Minister of Communications, MoC Employee), and Ministry without Portfolio (Prime Minister, Minister without Portfolio, MwP Employees).
B: For the purposes of this Clause, the parentheticals list the roles with permission to read and write within that channel (except where excepted within this document), and the parentheticals are not to be included in the actual name of the Channel.
C: For the purposes of this Clause, “All” refers to all of the roles enumerated in Clause 5 Subclause A of this Article.

ARTICLE III: Administration
1) A: The Discord server is not to be used as a replacement for the Forums, the site of public government activity.
B: No government proclamation issued on the Discord server is binding unless it is also issued in exactly the same form on the Forums.
2) The Founder shall be the senior administrator of the Discord server.
3) The roles of Founder, Prime Minister, President, and Minister of Development shall have administrator privileges on the server.
4) Discord Spam, or making a post extremely irrelevant to the respective topic, making a post that is very offensive or obscene, making a post that advertises for another region, making a post that intentionally targets and offends a specific nation or a group of nations or people, or making a post without authorization in a restricted channel, is hereby a Criminal Offense and classified as a Misdemeanor.
5) When someone joins the Discord server, they shall automatically be assigned the Newcomer role, which shall only have permissions to view the Announcements and Chat channels.
6) A: When a Newcomer informs one of the administrators via Telegram of which Discord account corresponds with their nation, they shall have the Newcomer role replaced by the Member role and all applicable government roles.
B: The Member role, as well as all government roles, shall have read permissions for the Announcements channel, and read and write permissions for the Chat channel.
7) A: If a nation has been judicially sentenced as a result of the commission of a Criminal Offense, and that sentence includes a Discord Ban, they shall have all roles replaced by the role of Banned.
B: The Banned role shall have no other permissions than to view the Announcements Channel.
C: If the Discord Ban is temporary, at the end of the Discord Ban term, their role of Banned shall be replaced with the Member Role and all applicable government roles.
8 ) For the purposes of this Article, a “government role” is defined as one of the following roles: Prime Minister, President, Minister of Development, Minister of Jurisprudence, Minister of War, Minister of Communications, Leader of Parliament, Minister without Portfolio, Speaker pro Tempore of Parliament, Senator, King of Arms, MoD Employee, MoJ Employee, MoW Employee, MoC Employee, and MwP Employee.
9) The Founder shall conduct a poll to survey the Members of the Union and determine which server location (See Article II, Clause 3 of this Document) is closest to their IRL locations.  If there is a tie, there shall be a runoff between the tied options, and if there is still a tie, the Founder, at their own discretion, may choose between the tied options.  The winner of the poll shall be adopted as the server location.
 
ARTICLE IV: Conclusion
We, the Parliament of the Union, hereby enact the above positions as law, and order them to be executed by the founder within thirty (30) days of the assent of this document.

TO Our trusty and well-beloved Members of Parliament and to other Members of Our Region whatsoever to whom these Presents shall come, Greeting!

FORASMUCH as in Our said Parliament this Act has been agreed upon by you Our trusty and well-beloved Members of the Eleventh Session of Parliament, in accordance with the provisions of the Law, and have presented it to Us for Our Presidential Assent;

THE title of which reads as follows: “DISCORD Act”;

BUT the said Act is not of force and effect in the law without Our Presidential Assent, noting also that Our Presidential Desk is the accustomed place for giving Our Presidential Assent to such Acts as have been agreed upon by you said Members of Parliament;

WE have therefore caused these Our Letters Patent to be made and have signed them and by them do give Our Presidential Assent to the said Act;

WILLING that the said Act shall be of the same strength, force and effect as if We had been personally present in the Voting Chamber of Parliament and had there publicly and in the presence of you all assented to the same;

COMMANDING that these Our Presents do hereby declare this Our Presidential Assent endorse the said Act in Our name as is requisite and to record these our Letters Patent and the said Act in manner accustomed;

AND FINALLY WE do declare that after this Our Presidential Assent given and declared as is aforesaid then and immediately the said Act shall be taken and accepted as good and perfect Act of Parliament and be put in due execution accordingly.

IN WITNESS whereof We have caused these Our Letters to be made Patent.
WITNESS Ourself at Our Presidential Desk the sixteenth day of May in the year of two-thousand and seventeen.
