SO 2017-54
Amendments to SO#2017-26 ("Parliamentary Motions Act 2017")
We, the Parliament of the Union, move to amend various clauses of SO#2017-26 ("Parliamentary Motions Act 2017") as follows:
Article 1
Article 6 of SO#2017-26 ("Parliamentary Motions Act 2017") is amended to read as follows:
"If any Member of Parliament is or represents also the body that the motion is taken on or to, he may not take part in the vote. The Speaker shall declare his vote nulled and void if he does vote nonetheless. However, such a Member of Parliament may vote if the removing him from the roll for that vote would lower the number of Members of Parliament eligible to vote less than four."
Article 2
Point c of Article 10 of SO#2017-26 ("Parliamentary Motions Act 2017") is stricken and removed from that Act.
Article 3
Article 15 of SO#2017-26 ("Parliamentary Motions Act 2017") is amended to read as follows:
"Article 9 of this Act is excepted in the case of Motions of Confidence and No Confidence, which are only binding in cases stated elsewhere in this Act, and if a Motion requests an organ or position holder to come forward with a Constitutional Amendment, in which case the Motion is not binding under any circumstances."

NASSAU-WINDSOR, LSM, of the Parliamentary Union of Nations and of all Our other Realms and Territories President.
TO Our trusty and well-beloved Members of Parliament and to other Members of Our Region whatsoever to whom these Presents shall come, Greeting!
FORASMUCH as in Our said Parliament this Act has been agreed upon by you Our trusty and well-beloved Members of the Eleventh Session of Parliament, in accordance with the provisions of the Law, and have presented it to Us for Our Presidential Assent;
THE title of which reads as follows: “Parliamentary Motions Amendment Act”;
BUT the said Act is not of force and effect in the law without Our Presidential Assent, noting also that Our Presidential Desk is the accustomed place for giving Our Presidential Assent to such Acts as have been agreed upon by you said Members of Parliament;
WE have therefore caused these Our Letters Patent to be made and have signed them and by them do give Our Presidential Assent to the said Act;
WILLING that the said Act shall be of the same strength, force and effect as if We had been personally present in the Voting Chamber of Parliament and had there publicly and in the presence of you all assented to the same;
COMMANDING that these Our Presents do hereby declare this Our Presidential Assent endorse the said Act in Our name as is requisite and to record these our Letters Patent and the said Act in manner accustomed;
AND FINALLY WE do declare that after this Our Presidential Assent given and declared as is aforesaid then and immediately the said Act shall be taken and accepted as good and perfect Act of Parliament and be put in due execution accordingly.
IN WITNESS whereof We have caused these Our Letters to be made Patent.
WITNESS Ourself at Our Presidential Desk the sixteenth day of May in the year of two-thousand and seventeen.

Upon noticing that this bill was declared "passed" by Parliament with only five (5) votes, where under Article IV of SO#2016-03 ("Parliamentary Procedure Orders Act") the required majority was of six (6) votes, the result of that vote must be called into question as being wrongly declared. However, since the President has since given his Assent to this Act which has since become law, I rule that the result of this vote cannot be directly changed.
Therefore, under Article VII of SO#2016-03 ("Parliamentary Procedure Orders Act") I hereby rule that in the case of a miscalled vote which has subsequently allowed a bill to become law by the President's Assent, the vote must be promptly re-executed, and if the result is a proper passage of the Act, nothing shall be changed and the Act will continue to be in force as before, but if the result is not a proper passage of the Act, the declaration of passage through Parliament will be annulled, as will the signature of the President and the enactment of the said law will be repealed at that point, yet it will remain legally valid with respect to actions made during the time before such a repeal.
Therefore, this Act is returned to Parliament for a revote, with a six (6) vote super-majority, with the vote open until Sunday August 6, 2017.
