SO 2017-73 Repeal of SO#2017-33 ("Parliamentary Journals Act") Voting
Senate of the Parliamentary Union
SO 2017-73
Repeal of SO#2017-33 ("Parliamentary Journals Act")
NOTING that the position of Chair of Parliament is one of the most important and yet time-intensive positions in the Union;
FURTHER NOTING that since the passage of SO#2017-33 ("Parliamentary Journals Act"), only one such official Journal has been prepared, due to the overly burdensome nature of the compilation process required by law, and that the production has been little used, if at all;
RECOGNIZING nonetheless that such a reference as was required to be compiled by the law in question, if well presented, is beneficial to the transparency of the legislative process;
SPECIFYING that though the repeal of the law in question removes the legal requirement that such a production be compiled, there have in the past been similar unofficial productions, and it is still encouraged for engaged citizens with time on their hands to volunteer their efforts in compiling such similar productions, either under the supervision of a department of government or commission of Parliament, or as part of the functions of a legal Non-Governmental Organization;
CLARIFYING that this repeal is not an un-endorsement of the project set out in this law, but a movement to liberate the government from the overbearing pressure of having to produce the Journal in question once every two months;
BE IT ORDERED as follows;-
Article 1
That the entire text of SO#2017-33 ("Parliamentary Journals Act") be retroactively struck out as null and void.

The Rt. Hon. Prime Minister Abdoa, MP LSM GSM

Re: SO 2017-73 Repeal of SO#2017-33 ("Parliamentary Journals Act") Voting
Upon consideration of my Hon. friend Nassau-Windsor's points, I choose not to change my vote. From what I have heard from my Rt. Hon. friend Abdoa, compiling the Journal took an unreasonable and prohibitive amount of time. While I respect that Article 3 would allow for a replacement, it is an unreasonable burden for any nation. Especially in our current climate of low activity, it is imperative for this body to work to re-write this bill in such a way that we can somehow make available summaries of our proceedings while at the same time not requiring excessive man-hours to do so. My vote in favor of the repeal stands.
