SENATE ORDER 2015-4: FREEDOM OF VOTE ACT
SENATE OF THE PARLIAMENTARY UNION
SENATE ORDER 2015-4
TITLE: FREEDOM OF VOTE ACT
WHEREAS: the Union is highly democratic and supports freedom of speech and action of
every Sovereign Nation;
WHEREAS: currently the Constitution does not adress the issue of voting on World
Assebly resolutions directly, be it therefore
ORDERED: that every Sovereign Nation which is a member of the Union must have the
right to vote for or against a specific World Assembly resolution regardless of the opinion of
other member Nations;
ORDERED: that every Sovereign Nation which is a member of the Union must not have the
right to force another member Nation to vote for or against a specific World Assembly resolution;
ORDERED: that every Sovereign Nation which is a member of the Union must have the
right to convince another member Nation to vote for or against a specific World Assembly resolution.

This bill is only applicable to WA resolutions. In short, it allows all members of the Union to vote freely on WA resolutions. It also doesn't allow any member of the Union to be forced to vote for or against a WA resolution. Feel free to propose your amendments.

Libertarian Democracy wishes the deletion of the last clause, which limits the freedom of expression of opinion of the specific WA proposal. It also outlaws debate of a WA proposal. We understand that the intention is to prevent coercion, but we see the previous clause as enough to do so.

The last clause allows a nation to CONVINCE another nation to vote for/against a WA resolution. But, if the nation is not convinced, it can just ignore the arguments. So debate is clearly allowed and even encouraged. The previous clause prevents a nation from FORCING another nation to vote for/against a WA resolution. So, one can not be forced to vote, but can be convinced by good arguments.
But it is up to my fellow Senators to decide this.

Thank you, Stornland. As of now, after having read the bill a first time, I cannot find any faults with it, so I have no amendments to propose. Also, can the PM set a time limit for this debate, please?

The last time somebody said something relevant was more than a day ago now. Shouldn't the debate be wound up and closed within a day or two now, since a conclusion seems to have been reached? If the debate starts up again soon, we should continue, but currently it seems like everybody who had something to say has done so, and the debate is, in practical terms, done.

Absolutely. I'm still considering how exactly I want the process to work, but for now I will say that voting on this will end tomorrow at 8:00 PM CST, approximately 24 hours from now. For the next bill, I will be trying something different. I apologize for the delay, friends.
