SENATE OF THE PARLIAMENTARY UNION

SENATE ORDER 2015-­4

TITLE:            FREEDOM OF VOTE ACT

WHEREAS:  the Union is highly democratic and supports freedom of speech and action of

every Sovereign Nation;

WHEREAS:   currently the Constitution does not adress the issue of voting on World

Assebly resolutions directly, be it therefore

ORDERED:   that every Sovereign Nation which is a member of the Union must have the

right to vote for or against a specific World Assembly resolution regardless of the opinion of

other member Nations;

ORDERED:   that every Sovereign Nation which is a member of the Union must not have the

right to force another member Nation to vote for or against a specific World Assembly resolution;

ORDERED:   that every Sovereign Nation which is a member of the Union must have the

right to convince another member Nation to vote for or against a specific World Assembly resolution.

Libertarian Democracy would support such a bill should it have a clause requiring a 24-hour wait period as to avoid the previous puppet flood incident.

I agree with the Honorable Senator of Libertarian Democracy, but we can propose amendments in the debate hall. If we agree with the general gist of the bill, we should support it into the Debate Hall.

I do not believe that a bill in the discussion stage need a vote to be amended.

My point is that we should not use the Proposal Stage to make such specific comments. If we object to the general structure of the bill, then we should point it out, but disputes about waiting time periods should not obstruct a bill from, entering the debate hall, I think.

Perhaps I should clarify.

If the author wants to amend in the proposal stage, they shall be able to without a vote.

Sorry, the text didn't copy properly the first time. I replaced each "World Assembly" with "World Assembly resolution". Also, I added a ";" in the second "ORDERED" clause. Hope this helps.

Libertarian Democracy, what do you mean by a "wait period"? This bill is only applicable to WA resolutions. It allows you to vote on such issues freely and doesn't allow anyone to be forced to vote for or against a WA resolution. Could you explain please? Also, if you want to propose an amendment, you should write it like this:
Amendment [number]: [to replace a phrase/to insert a clause]:
[ORDERED/WHEREAS]: [clause]
