As per the provisions of SO 2017-19 General Debate Act, I, Hashkin, Prime Minister of the Union, do hereby create a General Debate Topic for the 13th Session of this Parliament, which may be used until the dissolution of this body on December 31, 2017.

Members of Parliament have the exclusive right to post in this thread, while members of the Government may respond to questions put to them through the chair by members of parliament, if the chair calls upon them to do so.

Please refrain from using this topic to discuss matters which have to do with bills currently before parliament, or are already being discussed in a committee of parliament.

Right Honourable and Honourable Members,

I would like to ask that the Rt. Hon. Prime Minister Hashkin request that the senators disclose their votes for Speaker Pro Tempore in the forum thread. The current poll is open to non-members of parliament and there is no way of seeing who has voted. As the Speaker pt. should be elected by parliament, the legitimacy of the vote may, therefore, be questioned. This is a situation which has to be avoided.

Rt. Hon. and Hon. Members,

I would like to ask my Rt. Hon. friend the Prime Minister [Hashkin] whether or not he already discussed the legislative programme of this Session with his fellow Cabinet Ministers. Further to that question, if his answer be affirmative, I would like to ask him whether or not he has asked any of his Ministers to come forward with (internal) draft bills or other such proposals to be laid before Parliament during this Session.

To quickly answer your question, all senators (The Rt. Hons. Libertarian Democracy, Abdoa, and Saint Artica and the N.K.) except me stated who they were voting for, and I voted in favor of LibDem.

To be frank, no I have not. Once I have finalized some projects in the In-game forum, then I would quickly begin legislative schedules and start to draft some bills.

Mr Speaker (PT),

May I ask you to clarify the following: When does a 'Membership' of Our Region end?

This question is relevant (and urgent) as my Hon. friend's [Thomolia] nation ceased-to-exist. The question is whether I (in my capacity of Founder regulated by the Parliamentary Elections Act SO 2016-18) should call for a by-election for another Member to take his Seat.

Nowhere in the Corpus of Our Law, as far asI have been aware of, it is regulated that a Member of Our Region loses the positions he is in when his nation ceases. If the Hon. Member [Thomolia] re-activates his account before the end of the Session, whould he then have a valid claim to his former Seat?

Though I defer to the Hon. Speaker pro tempore to respond to and rule on this question, I would like to, for the sake of clarity, refer my Hon. friend [Nassau-Windsor] to Article 9 of SO#2017-39 ("Terms of Office Act"), where it is explicitly stated: "All elected officials serve for the entirety of their term(s) unless they cease to exist, voluntarily resign, or are otherwise removed." This states that CTE is a circumstance of removal, which allows Article III.10 of SO#2016-18 ("Parliamentary Elections Act") to be triggered to call a by-election.

As my Rt. Hon. friend Abdoa pointed out, the Law is very clear on this matter. The subject of elected officials ceasing to hold office is discussed twice in the Terms of Office Act.

SO#2017-39 ("Terms of Office Act"), Article 5:
If the President or a Senator, duly elected and installed in office, resigns from his duties or ceases to exist during his term, a special election shall be held, and the winner of that election will serve the remaining period of time left in his predecessor’s complete term.

SO#2017-39 ("Terms of Office Act"), Article 9:
All elected officials serve for the entirety of their term(s) unless they cease to exist, voluntarily resign, or are otherwise removed.

Therefore, under the laws of the Union, by ceasing to exist Thomolia has forfeited the remainder of their term as Senator in this 13th Parliament, whether or not they return.

Hon. Friends,

I would like to summon the Right Honourable President Nassau-Windsor, MP LSM, to answer questions in this General Debate Thread for the 13th Parliament in their capacity as the King of Arms.

Under Article 2 of SO#2016-15 ("Long Service Medal Act") [1], the King of Arms is supposed to issue LSMs to nations that have been active for six months.  I ask the King of Arms why no medals have been issued within the past seven months.  The last medal was awarded on 15 April 2017 [2], and a request by then-President Lhistonia on 23 August 2017 [3], three months ago, was ignored.  Many nations have been unjustly deprived of their Long Service Medals, such as the Right Honourable Minister of Communications Sepharich [4], who has served for at least 8 months as Minister of Communications, Prime Minister for 4 months, and a Senator for at least 6 months [5].  There are many other similar cases of members who have invested a lot of their time in the Union and have not been duly honoured.  Right now, many of the deserving recipients are ineligible due to current inactivity, but I ask the King of Arms, why were these Members not honoured months ago when they were active?

First of all, I thank my Rt. Hon. friend [Libertarian Democracy] for raising this issue, as it is a very fair point that he makes.

It is policy of the State College of Heraldry to add members to the list of membership with regards to the Long Service Medal as short as possible after they have reached the criteria in the Long Service Medal Act. However, due to the fact that it would he hardly time-friendly (and necessary) to check every single day if a Member of Our Region does now meet the requirements, it was the policy of the State College not to check on set dates.

However, I acknowledge that we have not updated the List of membership adequately over time, and I have made changes to the policy to prevent this from happening again in the future. It is now the policy of the State College to check every two weeks on Wednesday if there are Members who meet the criteria. Although I am of the opinion that this should be sufficient to solve the problems as outlined in my Rt. Hon. friend's [Libertarian Democracy] request, I am willing to appoint a special Herald-at-Arms to upkeep the register. On this I will await instructions from the Prime Minister and the Minister of Development.

Of course, I will make sure that the Members of Our Region who do meet the requirements on this day, will be listed as a member of the LSM within 48-hours. I will also update, as far as necessary, the other honours instituted by or through the Honours Act 2017.

I hope to see my Rt. Hon. and Hon. friends sufficed with these measures.

Hon. Friends,

I would like to summon the Right Honourable President Nassau-Windsor, MP LSM, in order to answer a question in this General Debate Thread for the 13th Parliament in their capacity as Founder and forum administrator.

On October 21, 2017, SO 2017-74 "Regional language act"[1] was given assent by the Hon. former president Lhistonia. In article 3, §9 it is stated that:

" A 'Department of Language' is to be created within the Ministry of Communications. Our Founder shall create, within fourteen (14) days of the implementation of this Act, a forum subcategory with the name of the Department. If Our Founder is not able to create the forum subcategory, it shall be proper for any other administrator on Our Forum to do so."

However, it has now been about 2 weeks since then, and neither the Rt. Hon. Nassau-Windsor nor any other forum administrator has implemented this subcategory. Is it the Rt. Hon. Nassau-Windsor's intention to implement the subcategory so as soon as they have the opportunity to do so?

I thank my Rt. Hon. friend Nassau-Windsor for his quick response. I am pleased that policy changes have been made, and that this situation was able to be resolved so quickly and professionally.

As for the subject brought forth by my Hon. friend Saint Artica and the Nordic Kingdoms, I have taken the liberty of creating the subforum on my own, since I have administrator privileges. However, I should hope that the Parliament can address this kind of situation by addressing the topic of forum administration within an Act.

I concur with my Hon friend Libertarian Democracy that the Parliament should legislate on the topic of administrative officials.
Libertarian Democracy and I were appointed as administrators on the forum by Aralunya back when he was Founder, but there aren't really many provisions around this.

Hon. Friends,

I do hereby summon The Right Honourable President Nassau-Windsor, MP LSM (the "Subject") to answer questions in this General Debate Thread for the 13th Parliament in their capacity as President.

The region is currently suffering at the hands of inactivity - one caused in large part by a failure in our recruitment system.  This Parliament, of which the Subject is a member of, has recognized this issue through a Motion to Declare a State of Emergency[1].

However, it's December, and this issue has gone unsolved after several months.  In fact, to say that this issue was first recognized by the aforementioned motion would be misleading.  This body first identified this issue all the way back in October with the proposal and subsequent adoption of the New Recruitment Initiative Act ("NRI") [2].  It is important to note that the Subject even voted in favor of this Act [3].  This is why it is so appalling that after being in office for thirty days, the subject has made no significant efforts to execute the provisions of the NRI despite this body ordering that "they be executed in a timely fashion" (NRI Article V).  The sole action taken by the subject regarding the NRI has been the publication of a single post on 22 November 2017 [4].  Thus, the only NRI provision that the subject has executed is IV.2.A.  The fifteen-day delay in execution of that particular provision is excusable given the commotion of the previous officeholder's resignation.  However, III.1, IV.1, IV.2.B, and IV.2.C have not yet been executed.  This is troubling, because under IV.2.D, the President and the Recruitment Task Force have only until 29 December 2017 to execute the latter two unexecuted provisions.

Accordingly, I do ask the President why these provisions have not been executed yet, and additionally I request that he present this body with a timeline on how they will be executed before the statutory deadline.

I would like to add my voice to the inquiries made explicit by my Rt. Hon. friend Libertarian Democracy. I would also like to draw the Parliament's attention to the fact that it is indicated as of now (December 17, 2017) on the President (or Senator)'s NationStates homepage that he has been inactive for eight (8) days, while his last forum activity dates back to November 24, 2017, which is over three weeks ago. This level of inactivity is unacceptable for a sitting President, especially one who was elected in a special election to succeed President Lhistonia, who resigned due to an inability to have what he thought was an acceptable rate of activity.
I would like us all to reflect on our commitment to the Union, which must be strong indeed in order to pull us out of this mess.

My Honourable friends,

When I logged into this account today, I saw the Motions to 1) declare a State of Emergency, and 2) Impeach myself from the Office of President. It is with great sadness that I take knowledge of them.

However unfortunate I may find them, I do (have to) accept that the reasons provided in them are legitimate and truthfully. I am almost ashamed to say that I did not - for the most time in my term - have the proper resources and capabilities to function as you may have expected from me.

Several events have happened in the meantime, most of them were joyful, some were less enjoyable. Although there might have been some circumstances which may give you an insight on my absence, I should have seen them coming, and thus I should also have taken precautions that my term would see a smooth execution of functions - even, if the most desirable, through a Commission. However, I did not see them coming, and thus, I did not warn you in due time.

It is therefore, that I will take full responsibility, and that I will support my own impeachment as President.
