SO 2018-06
Government Secularism Act
 
WHEREAS the purpose of the Government of the Union is to serve the people of the Union, in all their varied natures and needs;
WHEREAS freedoms of all kinds, including the freedom of religion, being guaranteed by the principles of the Union, are to be held in high respect by the Government of the Union;
WHEREAS the Parliament of the Union wishes to set out parameters for such interactions involving the Government of the Union as involve the concept of religion and spirituality;
BE IT ORDERED by the President of the Union, with the consent and approval of the Parliament of the Union and the Citizens it represents, as follows;-
 
Part I: Principles
§1 – The Union affirms the right of members to freely practice and honestly present their religion bound only by the restrictions and regulations of this Act.
 
§2 – The Union as a whole may neither support, promote, adopt, nor discourage any particular religion, or religions collectively.
 
Part II: Exhibition of Faith
§3 – The free expression and debate of religious views and opinions, positions and convictions, is a right protected under Article I, Section B of the Constitution of the Union, and falls under the same limitations of that Section.
 
(1) More specifically, a member’s right to display his faith on the Union’s shared communications platforms is fully guaranteed within the limits of respect and tolerance.
 
§4 – A member’s posts on the RMB, Citizen’s Forum, and Discord Channel may not be suppressed for expressing religious and spiritual beliefs in a non-aggressively confrontational manner.
 
§5 – The rights listed in §§3 and 4 do not extend to the protection of deliberately provocative, offensive, or derogatory comments and statements.
 
Part III: Non-Governmental Organizations Associated with Worship
§6 – Any Non-Governmental Organization (NGO) which serves as a vehicle for the exercise of the rights listed in §§3 and 4 must be properly registered as a Section D NGO under SO#2017-60 (“On Non-Governmental Organizations”).
 
§7 – Any NGO as described by §6 is subject to the protections and regulations imposed by §§3-5.
 
Part IV: Governmental Secularism
§8 – No religious symbol, reasonably identifiable in context as such, may be displayed on official or unofficial government publications.

§9 – The Government may not, under any reasonable circumstance, actively or passively act in a discriminatory manner regarding the practice of any religious beliefs, when that practice falls within the bounds defined by this Act.
 
§10 – The Government may not actively promote the adoption and/or practice of any particular religion or religions, or of religion and/or religious beliefs as a whole.
 
Part V: Other Provisions
§11 – This Act may be referred to as “[The] Government Secularism Act [2018]”.

This bill, if passed, would reinforce the individual freedoms and liberties that we enjoy as citizens of the Union. This bill would make sure no government could impose its beliefs and its members' personal convictions on the rest of the Union.
