Law Retro-activity Act

BELIEVING that this Parliament should implement rules as to how its laws should be applied, we, the Parliament of the Union, do hereby
ORDER that no law may be applied to circumstances prior to its date of signature by the President or the date of the overriding of a Presidential veto by Parliament, except if the said law contains a clause explicitly stating that the law can be applied to circumstances prior to its date of signature by the President or the date of the overriding of a Presidential veto by Parliament.

Co sponsor. I think that this would stop some confusion

Co-sponsor, but I think the active clause is a little verbose.

Perhaps consider changing it to something like this to make it a bit easier to read:
"No Act of Parliament may be applied to matters occurring before the date of assent or veto override unless the Act specifies otherwise"

Sure, that sounds better, I'll edit the bill to that effect when it goes to the debate hall.
