Parliamentary Commission on Culture and Activities [Motion to Establish]
We, the Parliament of the Union, do hereby move as follows;-
Part I: Composition
A Parliamentary Commission on Culture and Activities (henceforth known as the Commission) is created, and it shall have its own dedicated forum section on the Union Forums, in the Parliament forum.
There shall be five (5) commissioners on the said Commission, elected by the single transferable vote method (see Appendix A) by the Parliament and Cabinet jointly in the Citizen's Forum on the fifth through eighth days of every November and May, being instated on the tenth of those months.
The commissioners shall elect at the beginning of each term of the Commission and upon the resignation of the incumbent a Chair, who will oversee the procedural functioning of the Commission.
Part II: Powers
The Commission will propose initiatives and projects to the various offices, ministries and departments of the Executive, and to Parliament, that have as their objective the furthering of Union activity and development.
The Commission may pass resolutions of condemnation and appraisal relative to various existing initiatives and projects sponsored by the various offices, ministries and departments of the Executive, and the Parliament.
All proposals and resolutions of the Commission must be formally debated and voted upon by the Commission, where they must gain the votes of a majority of voting commissioners before they can be made official, yet they shall never be binding on any authority in the Union.
Any two (2) commissioners may recommend to the King of Arms that the Good Service Medal be bestowed upon a given citizen of the Union on behalf of the Commission, as in SO#2016-05, for having greatly contributed to the promotion of Union activities and development, and the King of Arms shall accept and enact their request.

Appendix A: Single Transferable Vote
The procedure for an election by the Single Transferable Vote is as follows-
1- Each voter casts a ballot ranking the candidates from most preferred to least preferred.
2- After the first choices of each voter have been tallied, a quota is calculated on the Droop formula: q=total number of valid votes cast/(number of seats to fill +1), rounded up to the nearest whole number.
3- All candidates having reached the quota in terms of first choice votes are elected.
4- The surplus votes (votes above the quota) of the candidates elected are redistributed amongst the rest of the candidates proportionally to the tally of the highest ranking candidate not yet eliminated or elected among the votes initially tallied for the elected candidates.
5- Repeat from step 3.
6- If there are still more seats than candidates remaining to be filled, the candidate with the fewest votes is eliminated, and his votes are redistributed amongst the rest of the candidates proportionally to the tally of the highest ranking candidate not yet eliminated or elected among the votes initially tallied for the eliminated candidate.
7- Repeat from step 3, until all seats are filled.
