Prime Minster - Impartial or not?

Problem/Conflict: As of the Constitution Article III Section D, "The Prime Minister shall serve as the Head of Government for the Region," I, as PM, am the Head of government of this Region; therefore, I define government policy. However, also as of the Constitution Article III Section D Subsection 3, "The Prime Minister shall chair Parliament," I also set the guidelines for Parliamentary debate, and moderate the discussion it is composed of. Is there not a conflict of interest here?

My personal opinion (which is probably in no way shape or form related to real legal or government opinion) is that "The Prime Minister shall chair Parliament." means that the PM's job as char of Parliament is to keep us on point, civil, and effective. More like a "scrum master" if you know what I mean.

I could see how those clauses could be abused. But that's politics - if the people elect somebody with an agenda then yes, that could affect Parliament. That's why Parliament has the power to remove the PM.
