2015-6 THE BILL ARCHIVE ACT
SENATE OF THE PARLIAMENTARY UNION
SENATE ORDER 2015-6
TITLE: The Bill Archive Act
WHEREAS: the Union needs a place to archive all of the bills proposed to the Parliament and their status;
WHEREAS: the Union currently has no place to archive all of the bills proposed to the Parliament and their status;
WHEREAS: this bill ensures the creation of such place, be it therefore
ORDERED: that a subsection in the Parliament section of the Forum, called “The Bill Archive” will be created;
ORDERED: that all of the bills ever proposed to the Parliament along with the status of each proposal will be stored in “The Bill Archive”;
ORDERED: that “The Bill Archive” will be updated by the Minister of Jurisprudence every time a bill is proposed to the Parliament or the status of a particular bill is changed;
ORDERED: that the Founder of this Union will pin a dispatch on the WFE mirroring "The Bill Archive", but less detailed. It will only contain the name and the status of each bill.

Abdoa supports this bill, but would like to table an amendment:
AMENDMENT I: To replace the text in the last Ordered clause from "It will only" until "each bill" included by the following text:
"It shall include only the information on the bills passed by this Parliament and signed by the President."

LibDem would support the amendments, as they provide the necessary language to show that the WFE dispatch is a limited version.

So, I guess the next thing we'd need to do would be to request the President to appoint a MoJ, which probably won't happen b/c inactivity.
And the President is "head recruiter" as per Article III, Section C, Subsection 6 of the Constitution. But I see nothing restricting us from passing a law ordering the founder or PM to set up the NS++ auto-recruiter. So our best bet is to do that.

Also, though, I think that because the Constitution is ambiguous on whether Senators can be cabinet ministers, we should take advantage of that until there are more active nations in the region. If others agree, I will apply for a post.

Unfortunately, that'd be illegal, at least by my interpretation of the Constitution.
If we can pass a bill enabling mass recruitment, and get more active members to the region, then all our problems will be solved, through legal means.

As I have said on the RMB, it really hinges on whether one counts the Parliament as part of the government. As in most real countries, this is not the case, I think that one could interpret the constitution either way...

Also, recruitment is slow, and if this act is passed, we will need a MoJ right then. I do agree though that we should pass a mass recruitment bill. As you probably know more about that than I, I suggest you write such a bill. I would gladly co-sponsor it.

The debate is finished, and the amendments have voted on. The Senators will now vote on this bill.
