ARTICLE I: Preface
In an effort to increase regional population, activity, and engagement, we, the Parliament of the Union, move to enact a set of guidelines for the recruitment of nations.
ARTICLE II: Recruitment and the Executive
Section A: The President
1) In recognition of the constitutional role of the President as Chief Recruiter, we hereby uphold that duty, by designating the President as Chairman of the Recruitment Council.
2) Although the President will lack the ability to directly alter the recruitment controls, he shall be able to order the Prime Minister to make specified alterations to the recruitment settings.
3) The President shall be permitted to appoint three (3) recruitment officers to serve with the Founder, Prime Minister, and himself as the Recruitment Council.
4) The President shall author a recruitment telegram, which shall be approved by the Recruitment Council via a simple majority vote.
Section B: The Founder
1) The Founder shall make recommendations to the Recruitment Council when it is felt necessary.
2) The Founder shall create a new subforum in the Executive section entitled “Recruitment Council”, and moderated by the President.
3) The Founder shall serve as a permanent member of the Recruitment Council.
Section C: The Prime Minister
1) The Prime Minister must obey any order from the President regarding the alteration of the recruitment settings.
2) The Prime Minister shall serve as a member of the Recruitment Council for the duration of his term as Prime Minister.
ARTICLE III: Recruitment System
Section A: NationStates Administration
1) The NS++ Recruitment System will be used to automatically send recruitment telegrams.
2) All members of the Recruitment Council shall install the NS++ browser extension.
3) The Founder shall submit a Get Help Request to the NationStates Moderators requesting an API key. The request shall consist of the following message:
“Hello,
I am interested in obtaining an API key for my region, Parliamentary Union of Sovereign Nations. I plan on using it for recruitment purposes, and I will be responsible for the use of the key.
Thanks,”
Followed by the Founder’s nation short name.
4) The President will then compose the affirmed recruitment telegram, mark it as recruitment, and send it to “tag:api”.
5) The President shall then send the Telegram ID and Secret Key to the Prime Minister.
6) The Founder shall then send the API Key to the Prime Minister.
7) The Prime Minister will then set up two (2) recruitment campaigns, one for new nations and another for ejected nations, each with 50% allocation.
Section B: Regional Recruitment Administration
1) The Prime Minister shall add the President and the three (3) Recruitment Council members appointed by the President to the Recruitment Officers list, as well as himself.
2) If a new member of the Recruitment Council is elected or appointed, the Prime Minister shall remove the nation who has lost their position with the new one.
ARTICLE IV: Recruitment Council
Section A: Elected Members
1) The President, upon election or re-election, is automatically the Chairman of the Recruitment Council.
2) The Prime Minister, upon election or re-election, is automatically a member of the Recruitment Council.
3) Should an elected official be replaced, they will be replaced on the Recruitment Council by the new official.
Section B: Appointed Members
1) The President shall appoint three (3) nations to be on the Recruitment Council.
2) Appointed nations on the Council shall serve three-month terms, and can be re-appointed by the President at the conclusion of the term.
3) Nations may be appointed so long as they are a member of the Union, not the President, Prime Minister, or Founder, and not convicted of any criminal offenses within the six (6) months before the time of consideration.
4) Nations must telegram the President expressing interest in order to be considered for appointment.
5) Appointed nations may be dismissed at any point during their term by a simple majority vote of the Parliament.
Section C: Permanent Members
1) The Founder shall serve as the sole permanent member of the Recruitment Council.
Section D: Administration of the Council
1) The Recruitment Council shall consist of the Founder, Prime Minister, President, and three (3) presidentially-appointed nations.
2) Each nation on the Council shall maintain exactly two (2) votes, with the exception of the founder, who shall have one (1) vote.
3) In order for a proposed action to be executed, there must be a majority vote of the Recruitment Council.
Section E: Recruitment Council Responsibilities
1) The Recruitment Council is responsible for coordinating all recruitment activities by both council members and non-members.
2) The Recruitment Council shall submit a quarterly report to Parliament containing a summary of actions over the quarter, statistics and visuals to supplement the summary, and a list of plans for the next quarter. This report shall be published as a dispatch, and available to the public.
3) The Recruitment Council shall assist the Founder with the creation of a welcome telegram.
ARTICLE V: Conclusion
We, the Parliament of the Union, hereby enact this document and its provisions as law.

When the Parliament reconvenes on the First, I will give this bill three more days for the vote to proceed, at which point it will end (probably around 1900 Pacific Time on the Third).

Old votes do count because all of them are wielded by Senators that were re[elected], but yes, the current count is four votes in favor, none in opposition, and 1 abstention, for a total of five votes. Voting will continue until all the Senators have voted or until Sunday.

To The Prime Minister and the Honorable Members of the Senate:
This bill, in my opinion, is one of the most needed in the history of our Region. The Region recently has been almost vacant in terms of activity, and we are apparently unable to fill all available roles in Government. This is a travesty, and the Region cannot be successful if it is empty. I applaud the authors of this bill for their efforts, and look forward to solving this most dire of issues.
For the reasons above, this bill is SIGNED.
