Could you specify that the label is not in the topic title please? This is because if the title starts with the label, then the file numbers get all out of sequence. Also, it seems to me that Article 8 is rather superfluous: the law is universal, except when it makes exceptions.

Also, I would like to mention that this could also just be an amendment to the Legislative Archive act... But I'm fine with it as a stand-alone as well.

I agree with the Right Honourable Abdoa's points.  In addition, I ask that Article 7 be clarified as I do not understand its purpose nor its implementation.

I like the color-coding idea, but I would suggest formatting titles as such:
{File Number} {Title} [{Label}]

In other words, the current format would be maintained except that the label would be appended (rather than the proposal, which would prepend the label), and they would be color coded based on the label.

Also, I would also suggest that this proposal be formatted as an amendment to SO#2016-10 so that we could also amend the Legislative Archive Act to reflect how it actually was implemented.

Yes, good idea with amending SO 2016-10 (especially since the only nation who has ever maintained the Legislative Archive is myself, and I've never been MoJ, since no one else ever seemed interested at the beginning, so I took it upon myself as Chair of Parliament, which frankly from a certain point of view makes just as much if not more sense, as the MoJ only needs to know the enacted laws, whereas the Chair needs to keep track of all file-numbers).
