Article I: Introduction
Recognizing that the Region as a whole has voted for a map, Located at the Government Committee on the adoption of a Regional Map, ensuring that we must instate this map and appoint an official to deal with this and deal with roleplay in general, this bill will establish the legitimacy of our new map and a new official to go with it.
Article II: Appointment of the Official
The new official, entitled Role Play Moderator, will be assigned by the minister of Development until the same or a new Minister of development wishes to remove this official, for valid reasons, from office and instate a new official.
Article III: Tasks and Punishments for this official
I. This official will have the following tasks:
A) Evaluating and assigning allotments of land to member states that request land.
B) Watching over Role Play and spotting cheating and/or unfairness.
C) Creating Large-scale events for all nations to participate in (although nations may create events too).
D) Punishing Nations that do not follow the rules of the Map and of Role Play in general. Mods also have the power to revoke unfair actions taken performed by nations.
II. For violating rules and regulations themselves, or not doing their job correctly, they may receive aban from participating in role-play far an allotted amount of time.
Article IV: Gaining and Earning Territory
Because of the adoption of the new regional map, nations will need to be able to receive land. There are several ways to get land:
A) Requesting a piece of land, which will be equal in size.
B) Conquering land through RP.
Article V: Rules and Regulations of the Regional Map
Nations must follow certain rules and regulations in order to keep Role Play fair and Organized, like the ones already established by the founder, they may receive the following punishments:
A) Ban from Participating in Role Play.

I'll refrain from seconding the Motion to Proceed to a Vote for the moment to make sure no one else has something they wanted to say (and we're still messing around with the next bill in line in the Drafting Table, so there's no rush).

Fellow Members of Parliament, I would like to lay before you the following amendments, but not after applauding and commending my Rt. Hon. the Prime Minister [Sepharich] friend the author of this Bill:
Reason:
In the way the Bill is written at this time, the Region will give legitimacy to the map. Thus, the Region will do so at a later moment. This is not the intention of the Bill though; the Bill wishes to adopt the aforesaid map as the Regional Map now.
Reason:
To follow the proper rules of grammar. The word entitlement seems to indicate that there is an especial title or privilege to make use of, while it is actually the styling (or naming) of the official that is being regulated by the Article.
Reason: Again, to make the text of the Bill more suitable to the intention of the latter.
Reason: To clarify the text of the Bill; one could seem to read that the Minister is to remove the position itself, that is not the intention. It is the intention to remove the incumbent of that position.
Reason:
Just having a number of valid reasons does not seem to be good enough to me, they have to be specified as otherwise has been done for other positions as well (I refer to that of the King-of-Arms).
I am preparing another set of amendments.
- Amendment 1 (to Article I):
- To remove the following words: "this bill will establish the legitimacy of our new map and a new official to go with it." and to replace them by the following: "We do hereby adopt the aforesaid map as Our Regional Map.".
Reason:

- Amendment 2 (to Article II):
- To remove the following word: "entitled" and to replace it by the following: "styled".

- Amendment 5 (to Article II):
- To add the following provision, to be styled "II." (and then, the other provision is to be styled "I.) "The reasons valid for removing the official as outlined in section I. of this Article, shall be defined and listed by the Minister of Development."
Reason:
Just having a number of valid reasons does not seem to be good enough to me, they have to be specified as otherwise has been done for other positions as well (I refer to that of the King-of-Arms).

- Amendment 6 (to Article III):
- To change the following Article III.I.A into the following: "Granting and removing territories upon Our Regional Map, according to Law, as well as taking into consideration all applications that involve a new grant, a removal or a change to any territory of land by a Member of Our Region.".
Reason: Updated the grammar, and also included that the official is responsible for removing lands.
- Amendment 7 (to Article III):
- To add at the end of Article III.I.C the following: "when they are willing to do so.".
Reason: Giving Members of Our Region an option as to whether they wish to be involved into the roleplay or not.
- Amendment 8 (to Article III):
- To add at the end of the first sentence of Article III.I.D the following: "when they are participating.".
Reason: Ensuring that only members that are participating in the roleplay can be effected.
- Amendment 9 (to Article III):
- To remove the last sentence of Article III.I.D.
Reason: There are no such "Mods" as the Rt. Hon. Author refers to. The only thing we have, are Forum Moderators (and the Global Moderators of NationStates, of course), yet (both of them) have administrative functions only, and this is being done so very cautiously. Therefore, someone who has the privilege to co-operate making sure the Forum runs properly, should not automatically also have the privilege to "revoke unfair actions".

Maybe for Amendment 9, instead of eliminating a sentence that, from the perspective of making sure roleplay stays fun and fair, is essential, why don't we just replace the words "mods" with "Role Play Moderator".

I agree. Because Abdoa moved the bill, Abdoa will have to add it. I agree with it all.

Well, I can only add the amendments when we go to vote on the full bill after having voted on those amendments, and only if they pass.

I submit the following amendments to the bill, as I must close the debate soon so as to allow for further business to be attended to before the end of the session (in only eleven days):
Amendment 10: (to Article IV)
To amend Article IV.A to read as follows: "Requesting a piece of land through the Role Play Moderator, which will be reasonably equal in size to other allocations."
Amendment 11: (to Article V)
To strike the following language from Article V as referencing officially non-existent regulations:"like the ones already established by the founder".
Amendment 12: (to Article V)
To insert the word "and" before "they must receive", and the phrase "if they disregard those rules and regulations" after "following punishments".
Amendment 13:
To override Amendment 9, and to replace the words "mods" in Article III with the words "Role Play Moderator".
Amendment 10: (to Article IV)

Debate is closed: please go vote on the amendments. I apologize to the Hon. Nassau-Windsor for the inconvenience posed to him by the end of this debate before his last amendments were submitted: if he has any to submit before tonight (evening of April 19, on Dutch time), he can do so by TG, and I will exceptionally allow a vote on them. Unfortunately, I am already going to have to use the Motion to Pass to a Vote rather a lot this week to get everything I want to do done before the dissolution on the 30th (in only 11 days), mainly due to the three weeks we lost at the beginning of the session.
