SENATE ORDER 2017-41
Regional Sport Act
ARTICLE I: Preface
In the spirit of increasing regional activity through friendly, interactive, competitive sport, we, the Parliament of the Union, hereby move to organize and encourage regional sport.
ARTICLE II: Department of Sport
Section A: Establishment
1) The Department of Sport (hereinafter “the Department”) is hereby created as a department of the Ministry of Development.
2) The Department shall be lead by a three (3)-member board, to be called the Union Commission on Sport (hereinafter “UCS”), which will be composed of the Commissioner of Sport (hereinafter “the Commissioner”), appointed by the Minister of Development, the Role Play Moderator, and one other member appointed by the Commissioner.
3) The Minister of Development is prohibited from appointing themself to the UCS. Likewise, the Commissioner is prohibited from appointed themself or the Minister of Development to the UCS.
4) The mission and purview of this Department shall be to regulate regional sport and hold organized sport competitions
5) A UCS-dedicated subforum under the Ministry of Development subforum shall be created by the Founder within seven (7) days of the assent of this document.
Section B: Regulation and Rules of Sports
1) The Department shall create a List of Regional Sports and shall publish it via a forum thread and pin it in their dedicated suforum. This shall be done within thirty (30) days of the assent of this Document.
2) The Department shall also define the rules for all regional sports as they apply to regional sporting competitions, and shall publish them via a forum thread and pin it in their dedicated suforum.
3) The Department shall define a procedure for regional competitions, and shall publish them via a forum thread and pin it in their dedicated suforum.
4) In competitions overseen by the Department, the Department’s authority shall supercede that of the Role Play Moderator.
Section C: The Commissioner
1) The Commissioner shall serve as the symbolic figurehead of the Department.
2) The Commissioner shall chair the proceedings of the UCS.
3) The Commissioner shall submit a formal letter to the Minister of Development no later than 14 days before a Prime Ministerial Election and no earlier than 28 days before a Prime Ministerial Election. This letter shall detail the "State of the Sport" since the last Prime Ministerial Election, and shall describe the proceedings of the UCS, the actions of the Department, and information regarding the activities and participation in Department-sponsored events.
ARTICLE III: Regional Sporting Competitions
Section A: Scheduled Competitions
1) There shall be scheduled sporting competitions held on the second weekend of each month except where excepted within this Act or by case-by-case decree by the Department.
2) These competitions shall be organized and overseen by the Department.
3) These competitions shall each have a theme of a single sport, and only that one sport shall be played for each competition. The Department will decide on which sport will be featured before the competition begins.
Section B: Regional Olympic Games
1) On the first weekend of January, May, and September, there shall be no scheduled competition, and instead there shall be held a regional olympics, to be known as the “Union Olympic Games”.
2) These competitions shall be organized and overseen by the Department.
3) These competitions shall feature all sports recognized on the List of Regional Sports, with one event per sport.
4) For each event, the nation in first place shall receive an Olympic Gold Medal, represented by the following image:

6) For each event, the nation in third place shall receive an Olympic Bronze Medal, represented by the following image:
ARTICLE IV: Annual Ranking
Section A: Leaderboard
1) The Department shall maintain a forum thread entitled “Regional Sports Leaderboard” (hereinafter, “the Thread”) in the subforum established by Article II, Section A, Clause 4 of this Document. The Thread shall be established within seven (7) days of the creation of the aforementioned subforum.
2) Each nation shall receive “points” for each victory they achieve:
A: Two (2) points shall be awarded in conjunction with the winning of an Olympic Gold Medal.
B: One and one quarter (1.25) points shall be awarded in conjunction of the winning of an Olympic Silver Medal.
C: One half of one (0.5) point shall be awarded in conjunction with the winning of an Olympic Bronze Medal.
D: One (1) point shall be awarded for winning any other regional competition overseen by the Department.
3) The Thread shall contain a ranked list, in order of greatest number of points to least
number of points, of all nations who have participated in a Department-overseen regional
sporting competition within the current season.
A: Seasons shall start on January 1st and end on December 31st.
B: Subclause A of this Clause is excepted for the first season, which shall begin upon the assent of this Document.
4) The Thread shall be updated at the conclusion of each Department-overseen regional sporting competition.
5) At the conclusion of each season, a new ranked list will be created at the top of the thread, and the lists from previous seasons shall not be removed or otherwise deleted.
Section B: The Union Trophy
1) The Union Trophy (hereinafter “Trophy”) shall be represented by the following image:
2) The Trophy shall be awarded by the Commissioner to the nation who, at the conclusion of a season, has the most points.
ARTICLE V: Conclusion
We, the Parliament of the Union, hereby enact the above provisions as Law.
