Second Meeting of the Recruitment Council - January 8th, 2018 MJyPoXu

The Positional Commission for the Office of the President hereby convenes the Recruitment Council. All Recruitment Council Members are summoned to participate.

The purpose of this meeting is to follow the objectives set out in Article III of the NRI, which includes rewriting the current recruitment telegram.

There are several things I think are necessary to have in a recruitment TG:

  • Our large government

    • Large corpus of Law
    • Many opportunities for participation
    • Democratic values
    • Political parties (not mentioned by name)


  • Regional Newspaper*
  • RP Frameworks*
  • Multiple communication systems (NS, Forums, Discord)
  • Small, close-knit community
  • Language diversity

*although not applicable now, it could very well be implemented in the future and thus should be included.

I agree that we should fix the TPUSN issue. We aren't very active at the moment, so maybe we either need to be more active, or pull back those statements. We have a lot of embassies (I'm about to accept another one), maybe we should get them to help our recruitment process.

Well, that's very unlikely. First of all, it's against NS rules to advertise on another region's RMB unless its tagged "Recruiter-Friendly" or is a game-created region (GCR). Only 1% of regions meet that criteria, and there is a limit on how often you can advertise (once per 24 hours or after 10 other posts, whichever is longer). I do not expect other regions to be very open to the prospect of a foreign region advertising to their members.

Our goal at this moment is to draft and implement a new recruitment telegram, although in a future meeting we could look into other means of recruitment

Many regions are too disconnected, but we are a close-knit, engaged community, with members from all over the world.  We would be honoured if you would join us ;)

-We communicate both on the RMB, on our elegant offsite forums, and our Discord server.
-International membership: According to a recent survey, 6 languages are spoken by the members, and the majority of active members speak multiple languages.
-Our regional newspaper, published by the Ministry of Communications.
-We created several regional RP frameworks, and we have a regional map.
-We have a detailed Constitution and a very large body of law.
-We have an elected Parliament, Prime Minister, and President, with many opportunities for citizen engagement including political parties.

The draft telegram proposal looks good to me, on the whole. One point though: would the other members of the council be open to rewriting the last point as "There are currently openings for government and legislative positions for people of all levels of engagement", or something of the like. This way, we would be more direct in the fact that you can actually be involved right away here.

I agree with the proposed edit. I would also like to motion that the Chair convene this Council on the tenth day of every second month (ie. Feb., April, June, Aug., Oct., Dec.) so that we can regularly reassess recruitment, effectively oversee the restoration of regional activity, and above all to prevent such a crisis from ever reoccurring.

I concur with the motion by the Right Honorable Lord Libertarian Democracy.

Accordingly, seeing that sufficient time has been spent on debate on the proposal, and noting the presence of Councilor Libertarian Democracy's motion on the table, the Recruitment Council will take a simultaneous vote on two items:

1) The adoption of the Recruitment Telegram proposed by Councilor Libertarian Democracy.


2) The motion (by Councilor Libertarian Democracy) that the Chair convene this Council on the tenth day of every second month of the year to reassess recruitment, effectively oversee the restoration of regional activity, and above all prevent crises such as the one currently ongoing from ever reoccurring.

Please indicate how you cast your votes on both items.

I have some additional motions to propose:

1) I do hereby move to classify any TGIDs, API Client Keys, and Secret Keys used by this Council as secret, and that upon appointment or election to this Council, a member shall be required to Telegram the following oath to the Founder, with "NAME" replaced by their nation name: "I, NAME, do hereby submit a binding oath that I shall not during or after my tenure on the Recruitment Council disclose any information deemed private by the Council to any nation that is not a sitting member of that Council". All current members must do the same upon passage of this Motion.

2) I move to require the President to formulate a standard motion numbering scheme, and to retroactively apply it.

3) I move to require the President to send the new recruitment to "tag:api" and privately record the TGID and the Secret Key. Additionally, the President shall seek a new Client Key since the old one was associated with the old region.

4) I move to switch our recruitment system to nstg-web (https://auralia.github.io/nstg-web/build/). For the time being, only the President shall have authority to send automatic recruitment TGs. In the recipients field, the following shall be entered: "new [100]". After testing the new system, expanding the usage of the new system to the rest of the Council can be discussed at our next meeting.

I do move to suspend the vote on the third tabled motion to allow for the following amendment:

Append the following text to the third tabled motion: "The President shall, upon obtaining the new TGID, Secret Key, and Client Key, cancel the existing NS++ recruitment campaigns and begin two new recruitment campaigns using the new information.  The first shall be targeted towards new nations and shall be allocated 67% of requests.  The second shall be target towards refounded nations and shall be allocated 33% of requests.  This motion shall be executed by the President within seven (7) days of its passage."

The Chair takes unanimous consent on the motion by Councilor Libertarian Democracy to suspend the vote on the third tabled motion.

The Chair takes unanimous consent on the proposed amendment to the aforementioned third tabled motion.

Given the substantive nature of the amendments made to the third motion at vote (suspended), that vote is curtailed, and all votes cast in it invalidated.

The Recruitment Council will continue to vote on the first and second motions, and will vote also simultaneously on the following motion:

3) The motion (by Councilor Libertarian Democracy) to require the President to send the new recruitment to "tag:api" and privately record the TGID and the Secret Key. Additionally, the President shall seek a new Client Key since the old one was associated with the old region.

3) The motion (by Councilor Libertarian Democracy) to require the President to send the new recruitment to "tag:api" and privately record the TGID and the Secret Key. Additionally, the President shall seek a new Client Key since the old one was associated with the old region.
The President shall, upon obtaining the new TGID, Secret Key, and Client Key, cancel the existing NS++ recruitment campaigns and begin two new recruitment campaigns using the new information. The first shall be targeted towards new nations and shall be allocated 67% of requests. The second shall be target towards refounded nations and shall be allocated 33% of requests. This motion shall be executed by the President within seven (7) days of its passage.
